Thank you for tuning in to the Highwood Bulletin. In recent weeks, we’ve seen evidence that industry and regulators are staying the course on methane. Renewed commitments at CERAWeek by CEOs of OGCI companies signal the long-term strategic importance of decarbonization. In an uncertain, highly political, and increasingly discerning world, lowering methane is not only a hedge that manages risk, but it is also operationally responsible and can even save money while improving safety. Methane regulations in Europe, Canada, and beyond are also moving forward, despite extreme volatility in energy prices and an ongoing global energy crisis. This signals that leaders in government and industry remain focused on the horizon and continue to see emissions management from the energy sector as valuable.
CERAWeek Recap
At CERAWeek 2026, methane remained an underlying focus across industry conversations. Companies highlighted ongoing efforts to reduce emissions, supported by improving detection technologies and growing commercial incentives. The discussions also reflected increasing pressure from export markets, particularly Europe, where methane regulations are shaping expectations for monitoring, reporting, and verification across the gas supply chain and internationally. EU Expands Guidance on Methane Import Requirements
The European Commission has released a new version of its Q&A on methane import requirements, expanding to 47 questions from the original 35. The updated document further clarifies expectations around MRV equivalence, treatment of complex and blended supply chains, and how importers should manage data gaps and transitional reporting. It also elaborates on timelines and obligations for both existing and new contracts. (Read more here and here)
Germany Warns EU Methane Rules Could Impact Gas Imports
Germany has warned that the EU’s methane regulation could hinder gas imports, particularly LNG, at a time when the country is working to diversify supply and manage energy security risks. Officials have called for a more pragmatic implementation, noting that strict MRV requirements and potential penalties could increase costs or limit available supply. (Read more here, here, and here)
OGCI Staying the Course
OGCI has released a CEO statement, reporting a methane intensity of approximately 0.12% across member operations and reaffirming its ambition to achieve near-zero methane emissions by 2030. The statement highlights continued progress on measurement and reporting, alongside a focus on scaling methane reduction efforts and improving data transparency across the industry. (Read more)
Appalachian Methane Initiative Expands Basin-Scale Monitoring
Partnering with EEMDL, the Appalachian Methane Initiative’s 2025 report presents results from most of the Appalachian Basin. It finds a methane loss rate of ~0.52%, among the lowest of any major U.S. oil and gas basin, while highlighting that emissions are highly uneven. (Read more)
ExxonMobil Advances Methane Targets
ExxonMobil reports it is ahead of schedule on its emissions targets, expecting to meet all 2030 corporate greenhouse gas intensity reduction goals by 2026. It also highlighted ongoing efforts to scale carbon capture and storage, including contracts to capture approximately 9 million tonnes of CO₂ annually for third parties in the U.S. (Read more)
Canada/Alberta Methane Agreement
The Government of Canada and the Province of Alberta have reached an agreement-in-principle to develop a new methane equivalency agreement, targeting a 75% reduction in oil and gas methane emissions from 2014 levels by 2035. The proposed framework would allow Alberta to maintain its own regulatory system, with a final agreement expected by the end of 2026. (Read more)
Directive 060 Updated With New Methane Requirements
The Alberta Energy Regulator has released a new edition of Directive 060, introducing updated requirements for flaring, incinerating, and venting at upstream oil and gas facilities. Many of these requirements take effect in 2030 and are intended to strengthen methane emissions management under Alberta’s regulatory framework. (Read more)
