As I publish this week’s Highwood Bulletin, I am reporting from CERAWeek in Houston. The focus of this year’s conference is on geopolitics (Hormuz), artificial intelligence, exergy expansion, and powering data centers. And while there’s no “Methane Hub” like in past years, there remains an abundance of rich, thoughtful conversations around decarbonization, standards, regulations, market access, and technology.

On Tuesday, I participated on a panel with Mark Davis (Capterio) and Morgan Bazilian (Payne Institute), moderated by Paul Markwell (S&P). We discussed a decade of evolution in technology for monitoring both emissions and assets. While progress can feel slow on a daily timescale, it is encouraging to reflect on the evolution of challenges we have confronted and overcome over the years, from detection, to quantification, to building trust infrastructure and systems of intelligence for accelerating mitigation.

On Thursday, I’ll present on Highwood’s story – including the development and evolution of our Steering Committee, the status of our Emissions Intelligence Platform, and the incredible work that our experts are engaged in with clients around the world.

Overall, CERAWeek this year is striking a different tone. Emissions management still matters deeply to the industry – but the business case must be clear and we must remain focused on the right priorities. Companies planning to remain or become competitive in the energy industry on a decadal timescale are preparing today – even in the absence of regulations.

EU Methane Regulation Enforcement Begins

The European Commission has issued reasoned opinions to Bulgaria and Austria for failing to implement key requirements under the EU Methane Regulation, specifically the designation and notification of a competent authority responsible for enforcement. Member States were required to notify these authorities by February 2025, and both countries now have two months to respond before the Commission may escalate the cases to the Court of Justice of the European Union. $100M Initiative Targets Methane

A coalition of companies including Amazon, Google, JPMorganChase, Salesforce, and Workday has launched a $100-million initiative to fund projects that reduce methane and other super pollutants, with deployment planned through 2030. The effort will direct private capital toward mitigation opportunities across sectors such as energy, agriculture, waste, and cooling, with participating companies responsible for identifying and supporting projects. EU Methane Emissions Regulation – Analysis of Market Impacts

A new study commissioned by IOGP Europe and Concawe examines the potential market impacts of the EU Methane Regulation’s importer requirements. The analysis finds that, under a strict implementation scenario, a significant share of current imports could be considered non-compliant by 2027, including up to 43% of natural gas and 87% of crude oil imports. OGMP 2.0 Level 5 Assessment Released

OGMP 2.0 has shown in its Level 5 assessment, that approximately 7% of global oil and gas production had reached Level 5 reporting in 2024; this report also shows that close to one-third of global production is either at Gold Standard or expected to reach it within two years. The report also indicates that OGMP 2.0 now covers roughly 45% of global production, and based on current company plans, Level 5 reporting could expand to around 25% of global output by 2027. Tourmaline Achieves MiQ Certification

Canada’s largest natural gas producer, Tourmaline Oil Corp, has become the first company globally to certify an integrated natural gas production system under the MiQ standard: receiving a Grade A rating for methane performance. The certification covers approximately 1.6 Bcf/d of production across onshore operations, including production, gathering and boosting, and gas processing. (Read more)

Highwood and Bridger Announce Strategic Partnership

Highwood Emissions Management and Bridger Photonics announced a strategic partnership on February 23, 2026, to deliver an integrated methane solution combining aerial measurement, analytics, and reporting. The collaboration brings together Bridger’s aerial methane detection and quantification capabilities with Highwood’s reconciliation, analytics, and compliance workflows, enabling a coordinated approach from measurement through reporting. Highwood convened its 2026 Innovation Forum in Houston on March 2-3, 2026, bringing together 60 participants from 31 oil and gas companies across upstream, midstream, LNG, and international operations for two days of technical discussion on methane management. Forum results highlighted that regulatory deadlines remain the primary driver of methane investment, while operators continue to face challenges scaling pilot programs, managing multiple inventories, and handling data-heavy workflows. Participants reported that a significant share of time is still spent on data collection and cleaning rather than analysis, and that monitoring often consumes a large portion of methane program budgets.
